Washington State ends 'arbitrary, racially biased' death penalty

Washington State ends 'arbitrary, racially biased' death penaltyThe Supreme Court in the northwestern US state of Washington on Thursday ended use of the "racially biased" death penalty and immediately converted all death sentences to life imprisonment.
